Default Best Package on a budget

Hey people,
A friend has asked me to build a pc (I have not built one from the ground up so to speak, more modded what I had) Is there a list to find out all the things I need, and also does anyone have any suggestions as to what the best combo is on a budget, at the moment he is running a 1GHZ AMD chip with 256mb RAM! lol, and he only has around 150 GBP to spend on upgrading, so I was thinking to go for a Pentium 4 chipset, with a Meg of RAM, and then just use the remiaing items he has, such as hard drive etc...

Tell him to save up more money and configure a new system from the ground up. Thats what i would do.

Yeah, you'd need a whole new motherboard for a pentium 4 anway.

If he wants more speed quickly, he could just dump a s*** load of RAM on it, then save up, and build up from scratch.
