I use turbo cad LE (learning edition)
it's basically an older version that the turbo cad company (IMSI) have released free for personal use.
it's a little old but still good, and it's not restricted in any ways so you can still draw orthographic/isometric/polar with the grids and stuff to aid.
also does both metric and imperial measurements, and a variety of paper sizes.
