Default Belkin KVM Switch

I have currently have two desktop pc's plugged into one monitor using one mouse, one keyboard and one pair of speakers. Only one desktop works with the keyboard and mouse, the other is visible on the monitor but the mouse and keyboard will not work. I had one computer logged on and the other in the BIOS and both of them worked with the keyboards. Any suggestions??

I have a Belkin 4 port switch and I have to boot the PC all the way up to windows before I switch over to the other PC and boot it up to windows. If I switch will still booting up mouse and keyboard will not work. hope that helps.

After they are all booted up then I can switch back and forth with no issues.
