Default Bar on Monitor shows previous screen

I've had this problem, and I replaced the video card, it went away for a week or so, then came back. Do I need a new monitor?

Wow, I've never seen that before, and you replaced the video card even. Maybe could be the monitor, do you have another monitor that you could try?

Can you try another VGA/DVI Cable? Or Even a different monitor? Im Pretty sure it's either the VGA/DVI Cable Or The Monitor It Self.

Turns out it was the monitor. It shows up when the monitor is warmed up.

Time for a replace!
