Why does the overdrive clock not equal the current clock after pressing apply?

sorry, this is just a recurring question. When a 3D application such as a game is not open, the GPU and memory automatically underclock themselves, which is what you are seeing here. Open anything 3D, like furmark or a game and they will be what you applied.
