Default ATi Catalyst Control Center

Ok I downloaded the 3DMark05 benchmark, ran it, and got a whimpy score of 1349. And since I'm at a LAN party right now I asked the head honcho, what's wrong? So we fiddled around and BOOM, the meter in the ATi Catalyst Control Center for performance and quality of the images REALLY messed with the score(s). Because I turned down the quality to High Performance and then reran the test. I recieved a score of 2300+. Question is: How can the ATi Catalyst Control Center effect video performance to that extent?

*NOTE*I also had the new Catalyst 5.11 Driver installed
