Default Athlon 64 x2 4200+ Problem

Hi, I recently bought an hp comp with an Athlon 64 x2 4200+. It is a good computer and runs very fast. I have a question, when I right click my computer and go to properties it varies in the speed of the processor (its supposed to e 2.2 ghz). Sometimes it'll say 2.19 ghz or even 986 mhz. Is this a problem or does it actually vary when windows looks at it?

On some processors the computer will slow itself down when idle or not being used to save energy and cause less heat so this is normal.

I'm pretty sure that theres an option in the BIOS that lets you disable it, or maybe even in Windows.
