Default Athlon 64 +3800 Clock Problems

Hey everyone, I just wanted to ask why cpu-z, and even my bios says that my 3800 is running at only 1 GHz? I thought they ran at 2.3 or 2.4, somethin like that, and even some games say that the core is only 1 Ghz. I also got to say this is on my hp a1510n. Does computer manufactures put locks on thier motherboards where the clock speeds of hardware cant reach their full momentum or somethin?
HP Pavilion a1510n Desktop, AMD Athlon +3800, 1 GB DDR RAM, Evga GeForce 7600 GT KO, 200 GB HDD, SoundBlaster Audigy 4, Windows XP MCE 2005, Logitech X-530 Speakers, HP mx705 Monitor.

Old Computer - 2.93 GHz Celeron D, 512 MB RAM, 80 GB HD, GeForce FX 5500 PCI 256 MB
