how would i test everything on a broken motherboard. So i can repair it and where would i find a bios chip for it(C 0723)

First check for any bulging or leaking capacitors. They are the likely culprit of a non working older motherboard. They can be replaced if you have the proper soldering equipment and skillz.

What is that chip in the red box becuase i thought it was the bios but other sources say the bios is the square chip beside the blue ide port
