Unhappy any way to Repair/Reinstall CMD?

Okay so if I go to Run->Cmd
or since i have vista I type in CMD and nothing I type in works
for example if I type in "Net View"
I get the message
"Net View is not recognized as an internal or external command, operable program or batch file"

even if I type in Help it says the same thing....

I am the only user of this computer, I am a full system administrator..
I don't understand why this is happening, I reformatted my computer like last week and everything went fine, I really don't want to have to reformat again eventually I know I will have to but i don't want to since everything!!! Else is working fine on my computer,
Plus i have a crap load of games that takes about a day to reinstall onto my comp.

Any help is appreciated Thank You

Thats what vista does......
Intel i7 4770k 3.50ghz, 32gb Corsair Vengeance RAM (8x4 kit), 2 x 2TB WD Black HHD, nVidia 770GTX 4gb OC, Asus Z87-A Motherboard, running Windows 7 64 bit.
