Any Techie Want Set me Up?

Here is what I have, and i want to go liquid cooledI have too loud of a fan, I just want it silent-there may be other options.....????)

Dell XPS Gen 2
Penium 4 3.20 ghz
2GB ram
XP Pro
ATI Radeon 256

Let me know if u need any other info.
I am hoping somone can set me in the right direction.
