Amd athlon 64 3200+ not the right speed??

I have a HP notebook and it seems not to run at the right speed. I talked to customer servies and they said it was normal but i dont think it its. Sitting at idle it has a speed of 997mhz and while play a game like CS:S it still comes to 997mhz. Should be 2 ghz. Is there something wrong and is there a way to turn off the power saving feature on the computer that causes the cpu to slow down when not being used but instead always be the same and run at 2ghz???? thanks

its because the computer is running in MAX battery mode , or something similar, its the same with my laptop

you left click the power icon, when your plugged in with the AC adaptor you should run it full speed which is (Home Desktop) the top one

if ur unplugged and want the most battery life you hit Max battery, the last one

this changes the cpu clock speed
