Default admin permission problem

I logged into a computer using my admin account and do not have access to the run command. It is not a right click on start menu, etc.. problem. I cannot even hit window+R. I am being restricted even with the admin account.

Any ideas as to how to change this?

make a new admin account and try it is best i can say....see i that works. if not loginto safe mode and try in there 2 solve ur problem

I just went into gpedit through the command prompt in the windows system folder. I was able to fix it there.
