Default add/remove programs button not working

For the past weeks I have been downloading mp3 from different sites. Some of the sites require one to download some plugins. Now I have finished to download and I want to delete such plugins and other software that do not have uninstall utilities. I tried to click the add/remove programs button in the control panel but it does not respond? What could be the program?

I am using windows 2000 professional.

South Africa.

If you are paying for these MP3's its ok but, if your not you'll be getting spyware everytime you get a song ! Do an anti-virus and anti-spyware scan, could be a missing system file.
