I can't tell the difference between anything that is higher than 30FPS TBH.

i can in fps
for example a game in 30fps is just fine
but when its at 60 moveing and turning does become much smoother

That's perfectly true for him and for me, maybe not for you. We are all different and everyone has their opinions and preferences.

It's not an opinion, it's fact. If you have 100Fps, but only a Refresh rate of 60, you won't see a difference between 60FPS and 100FPS because the screen is only refreshing 60times per second. If you have a refresh rate of 100 and FPS of 100, you'll notice the difference between 60 and 100FPS.

Shut up and be glad anybody gives two shits to help you.

Checklist:
Vsync off.
fpx_max 101.

What method do you use to disable vsync? the nvidia control panel is the most effective way of doing it.
