Default 128 byte payload

My new motherboard has a maximum payload on the pcie x16 port of 128 bytes. This is depressingly low. I bought a gts 250 for this system, and play at resolutions of 1440x900. I guess my question is, is there any way to make this payload bigger, and will it bottleneck my performance? I have a foxconn board by the way. I feel ripped off, as it did not state anywhere on newegg or foxconns website about the payload size.
