You're having the exact same problem, ehh?

I'm going to check the easy things first, then I'll proceed to give you a list of steps.

Do you have USB 2.0 on the computer you are trying to use this drive with?

And are you on XP? Drives being not initialized is normal, but it's kind of a weird process to get them going in XP.

If you are on XP, go to Control Panel / Administrative Tools / Computer Management / Disk Management
Click on the small section that says "Unknown" or "Not Initialized".
Right click and select "Initialize Disk" then right click on the right
portion of the next window and select "New Partition" to start the New
Partition Wizard. Format the drive as you ususally would. If you need help formatting the drive, PM back here.

I know this thread is old but maybe people still experience this problem.

I had EXACTLY the same problem OP describes, and after some research I found out that despite the computer installing new hardware, the harddrive wasn't connected properly. I have simply plugged the cable in upside-down on the one end. here's a link with a picture description of how the cables are supposed to go in each end:
