Is it possible to transmit a WiFi signal from a USB device? If so what device?

What kind of device are you trying to transmit from?

I'm sure you could use a USB device like the one shown above. You can't necessarily setup up a wireless internet network using them due to their limited range, but you can communicate from one computer to another by setting up an ad-hoc wireless network.

and that will send out the signal so another computer can connect to it

You'll need to setup Internet Connection Sharing on the host computer to share the internet connection before setting up the ad-hoc connection.
