Help with Setting Up

So I myself am a pretty techy guy but I have a problem. My dad who is 85 asked me if I could get him a computer from which he can listen to radio from Latvia on through speakers. Since he has never used a computer before what would be the best solution? I heard that supposedly the Ipad is good for seniors but I dont know if you can run speakers of it like a stereo or if you can stream radio from it?

People are saying the ipad is good for everything and everyone - doesn't mean it is!

In my mind the best way would be to grab a cheap, low powered desktop and set him up a few easy shortcuts to program(s) that start streaming the radio stations that he wants. Shouldn't be too difficult to set up or use
