Default 29" outside us and canada

ok, my friend bought a 27" tv a while back. i was looking at the box of it, and it said, "29" outside of US and Canada." what does this mean? does it mean that an inch is smaller in places other than the US and canada? im confuzed....

It means that they make a universal 29" TV for worldwide besides US and Canada. We have a smaller tube. It won't really make a difference.
