Perhaps I am getting this wrong... But nothing is free even while you are talking about hardware. The help that you get here is free, but that is software related. As for hardware, it will never be free.

It can, but it's not even gonna be close to the level of quality the developers intended. The one i linked to will run it better.I'll guess mid settings Full HD at 30-40 FPS in Skyrim.
