its the chip with the fan on it since the memory controller is on the cpu die.

Whenever you see a motherboard with the 24v and 12v plugs in difficult positions, you can always tell it's a budget motherboard. Manufacturers focus more on ease of manufacturing rather than the convenient placement of the components.

Working:
Acer mobo, the only one I can't find the model
ASUS P4S800D-X
ASRock P4VM890
ASUS P3 something Tutalatin S370 <- That's my miracle board
ASUS P3B-F
PC Chips M825G
ABIT BH6
Soyo Socket 7 board with K6-2
MITAC Board (Compaq Presario's finest OEM version) with broken K6-2

Non working
A Gigabyte S462....it worked, but since my uncle decided to be impatient, he added an HDD and then I troubleshooted a bad board...sucks because it hadd RAID
ASUS P4P800 (What a POS)
