Headers and Footers (HTML)

I was just wondering the code to create headers and footers on a website in HTML, i have been researching for weeks but still nothing.

What i want is to have the code load another page at the top and bottom when the page is opened so i don't need to use frames becasue i hate them.

Sounds like frames to me

You could use Layers; but that still means having the code in the same page. You could use PHP? Or ASPX?
