Wireless in "radio" or "listen" mode

I've been hearing/reading up on this, but I'm not sure what this requires. How do I get a wireless card to just listen to traffic without connecting to a network? Or do I have this idea all wrong? Any help/education would be appreciated. I'm using Ubuntu/Windows 7 as OS if that makes a difference.
