Video Editing Software

Can anyone suggest a video editing software that can stretch a 56-second video into a 4-minute one and can be used easily? What I meant in "can be used easily" is you just have to input your desired output time limit, for example in my case 4 minutes, then wait for the output. Or if there's no video editor that has this feature just suggest a good one that can do the same. I am looking for this kind of video editor because one of my video, a .avi, was corrupted and what was supposed to be a 4-minute long video has been compressed into 56-second one.

You mean, make it look like super slow motion, or just add a black screen after the 56 seconds are up?

Just put it in Windows movie maker and keep using the slow motion effect until it gets to 4 minutes.

I've tried to and it doesn't fit to the exact time I want it to be and that's why I'm looking for the right video editing software.
