Universal Remote

i was wondering if there is a programe that allows me to use my infrared
device (usb-irda) as a universal remote mainly to annoy lecturers and workers

I'm sure there is. I am a programmer for my high schools robotics team and we deal with IR beams a lot. But of course we wrote the software to control the IR beams. I don't know of anything you can dl to do the same.
