partitions in vista

Hey everyone:
So I had my computer put together by some who i paid to do it for me and he partitioned the system and explained it like this:
C: 100 GB is the Operating System and programs.
E: 450 GB should be where you put your data.
F: 450 GB where you back up the Operating system

This had been working out fine but now my c drive is 99% full and e and f are only about 40% full each.i still dont really get the whole partition thing too well. would adding programs on E mess up the backups that are being stored on F. I tried expanding C but cant since it has the operating system on it. I dont really want to remove any of the programs I have but i cant add any more. the guy who set up my PC said all programs should go on c but its full now. Would adding programs onto E be bad for any reason?

No it wouldn't be bad, make a "Program Files" directory on your E: drive and you'll be able to install extra programs there just fine. They will work just fine too. The partitioning is a good idea, but it should have been a little larger on the C: :/
