you can either make a .gif file in flash and place a picture of you over the flash

or

you can find a .gif file and using imageready place a picture of you over that .gif

i have no idea rele how to do this in anyway. do i need certain programs?

You'd need Photoshop to cut the image of the figure out, then you'd either do an effect using Photoshop/ImageReady, or Flash. Just google those names.
