Changing windows sound files in windows 7 or finding desktop theme creation software

I recently tried desktop theme creation. Wallpaper and icon pictures easy peasey. Sound files cause me a problem right now. Using control panel i changed a couple of default sounds to what i wanted them to be, tested them, then exited control panel. I tested them after that by minimising a program and performing a shut down. Alas no sounds were heard. I followed a microsoft instruction page online to be sure i had done it correctly, i had. Anyone got any bright ideas?? Or a link for free proffesional software??
