boot order re-ordering?

i have a pc running windows xp. there is a ide storage drive (labled c) and the sata os drive (labled d) dunno how that happened just the way it was when i built the thing. anyways, every so often when i shut down the computer and turn it back on it tries to boot from the c drive. in the bios the boot priority for the two drives switches. whats going on? and how do i stop it from happening?
 
I have an HP motherboard that has the same glitch.

The simplest solution I found was to put a bootstrap on the other drive to point it to the correct one. For Windows I don't know by hearth the commands to use but I know it's not that complicated.
