Do any of you know what the best web design software for beginning.

I know little to no HTML.

I need to design a website w/ my high school year book pictures.

Dreamweaver try that it is pretty straight forward. Or if you really want to learn use notpad. There are heaps to tuts on the net that will show you have to do basic things with HTML

Notepad is good for learning the programming language, also HTML Kit is good too
But if you want to go with design ... go with Dreamweaver as b00e suggested
