i took my compter apart to re-wire it so it looks nicer when i put everything back together i started it up and it turn on it booted but there was no video signal. I tried putting it in a different slot, tired a different cable, different monitor but still nothing.

what bus card is it? and does the card need its own psu? and there was no sounds of fizzling when you turned it on right?

I'd go back and double check everything. Make sure all the cables are connected and everything is secure. Also make sure the Dvi cable is secure on the back of the monitor and card. Also make sure the Dvi cable is plugged into the correct Dvi slot and not the 2nd monitor slot.

Is the card in the PCI-E slot closest to the CPU?

yes its in the closest slot

ok. i will go back and check everything. thanks

what psu do you have...? did you also rearrange the 6 pin plugs to the card...? maybe they're running on the same rail, have you tried to plug one in from one rail and the other one from a different rail...? if you just have one beefy rail on your psu disregard the question...
