Ok, every time i plug my external hard drive into the USB ports on the front of my rig it always says it could run faster if i plugged it into a high speed USB port ...but it says i don't have any. Would loading drivers for them make them high speed, also would the drivers make the USB ports run faster because they do seem to have slow transfer rates between the computer and the ex hard drive.

Yes it does, it says in the manual, four on the back, and four on the board to be connected from the case. So there is eight in total...would loading drivers do the trick?

Go to Gigabyte's site and download the latest drivers for your motherboard. After that, go to your BIOS and check your USB settings and see if the settings are right.
