too many peripherials?

Are too many hard on the computer?

My power supply is average...nothing great (400 watts possibly?)

And my question is, are too many bad?

For example, i now have a gfx card (does not need a direct supply from my power supply)
and 2 usb expansion ports in the pci slots (giving me a total of 10 usb ports on the back)
and 2 hard drives

im not using all the usb ports..maybe 4 of them, but is it a strain just to have the expansion ports there at all?
 
There's always a chance of having "too many" peripherals when using a low end power supply. But for what you have, matched up with at least 400W, you should be fine. If you start having stability issues and/or problems getting the system to boot, then maybe you could think about eliminating some of the devices or upgrading to a more powerful PSU.
