I have a question...My pops put a new Western Digital Harddrive in his PC, and has it as storage.....But when the computers on there is a very, very faint, but also distinct vibration...Is this normal?...It's not always constant, just on bootup, and when accessing.....Usually shuts up after about 10 mins of being Idle If you will.

It's normal

Putting the screws in tighter is not very smart as you may strip them out. And it's not the problem.
When the heads are moving it will cause some slight vibration. It is to be expected. Also the platter spining will cause some vibration.
It's all perfectly normal operation of the drive.
However you have pointed out something that a lot of modders have been trying to over come and that is drive noise. The trade off of noise and temp control. A suggestion would be to obtain a hard drive sling and use that to buffer the noise. But that would require putting the drive in one of the 5 1/4 bays. Your call of course...

Yeah, Hard Drives will always vibrate a little. Some cases include rubber "washers" in the screw holes that absorb the vibrations. Or you can buy some hard drive enclosures to quiet it down while cooling it.
