Sega Rally 2 on Windows XP

For some reason whenevr I enter a race in this game the car will not accelerate or brake. The car will steer and I have checked theat I am pressing the right buttons. I have even tried changing the accelerator and brake to different keys on the keyboard with no luck. Does anybody know the cause of this? Is it because the game is only designed for windows 9X? The computer is a Dell Dimension XPS T700R, 512MB RAM, XP Pro, nVidia TNT2 M64, Pentium III-E 700mhz, I know its old, my good pc broke. Thanks for any help.

try running it in compatibility mode for windows 98

Thanks but I already tried that, I had to do that to get it just to run.
