router question

okay, i have some friends saying that they have got a router that makes their internet speed go different speed, for example, the max speed is 25 kb, and both the computers go 25 kb at the same time when they download instead of going around 12 kb on each computer. is it possible?

Their internet can only run at a certain speed, a router cant change that.
