I have a 400w PSU but i see others with 500-750, what does it actually do when it is a higher wattage?

The higher the wattage the more power it can produce. Its like the difference between a 60 watt light bulb and a 100 watt light bulb

Some components on a computer will requre a certain amount of watts or amps from a psu (Mostly graphics cards). If your PSU doesn't meet these requirements then your computer won't run correctly.

Doesn't necessarily have to be high end, the P4s and Pentium Ds were pretty power hungry.

@ OP, the only way to know is if you try it out, it won't damage any components if it can't provide enough power.
