Power Supply Ranks

Is this a tier 1 power supply? I'm not sure because only PCP&C TurboCool and
PCP&C Silencer >610 are listed under tier 1. Where as this one that I listed below is neither. Isn't it? Anyways, I'm thinking it is a tier 1, but I just need some confirmation on it. Thanks.

Edit: I'm guessing that the S after cooling and before 610 means Silencer. Woops.

PC Power & Cooling make some of the best PSUs available. I would have thought that it would definitely be up there in tier 1.
