pci graphics card question?

Quick question: Can I see the cmos of a computer using a pci graphics card?

Going to build an i3 computer so I can upgrade to i7 later, and the board doesn't have a video port for the integrated graphics on the i3, and my only card that's laying around is an 8400 gs pci card. I've installed this in a couple older computers, about 6 years old or so, and I couldn't see the cmos in either of them, I had to wait for windows to load to see anything.

So am I not going to be able to install windows on the computer if I use that board without a pci-e graphics card because I can't see the cmos asking for install?

Has anyone ever built a system like that?

I have a feeling that pci slots don't start until windows loads, I built a computer last Monday and he had a pci graphics card and I couldn't see the cmos, fortunately there was a 4200 onboard.

Am I screwed until I get a pcie graphics card?
