PC Problem Help Please

So i have windows 7 and when i turn my computer on it has a distorted picture and it's kinda frizzy where the motherboard screen comes on and then it has a blue screen with black on it, and when its on the windows pulsing screen it has multiple green lines coming down the screen.And it goes to starting windows and restarts and it keeps on doing it and not getting past. Anyone know why it is doing this?

I'm Trying to do a fresh install of windows 7 on the machine but after it loads it just restarts and gets stuck at the pulsing screen and keeps on doing the same thing.

Also it gets stuck at a black screen with Blue Blotches all over.

Check the compatibility of your Hardware with the windows7 that you're installing, maybe you didn't pass the required hardware specification for windows7. BTW what is the specification of your computer so we can give right solutions to your problem.

double check that all of your cables are connected (all the way) correctly
that might solve some of the issues
but we do need to know as much as your can tell us
if you dont know your CPU try to run CPUZ if you can
and the same for GPUZ for your vid card
