MY PC specs... is it Ok to run these games?

My specs are as follows
Intel Pentium D @ 2.67Ghz (2 Cores)
Kingston 2GB DDR2 @ 667Mhz Ram
Seagate 80GB Sata HDD
ATI Radeon HD 3450 @ 512MB

is it capable to run GTA IV?

With the video card, you're not going to be happy with it. With the CPU, I'm not sure if the Pentium D would run it, but am not sure. I would wait for some additional comments in the thread.

i believe it will run it, but it wont run to well. Your processor is holding you back. Does your motherboard support a quad core processor?

My desktop build has slightly better specs and I can tell you that GTA IV will not run well enough to actually play the game. I plan on getting a PS3 specifically for this purpose...
