No. The Intel chips Core 2 Duo and later only start to throttle themselves at 100C or higher. Complete shutdown is pretty hard to achieve on them.

I've tested Core 2 Duo, Core i3, Core i5, Core i7 (both sandy bridge and otherwise), Athlon II and Phenom II. They'll all hit 90+C before they do anything with their throttling protection. The Atom's are harder to test, the only ones I have access to are in Netbooks, but I know the one I used in California a couple weeks ago was reporting 70C at idle and did fine, even in a hot server room (pre-AC)
