Laptop won't boot

I have a really old laptop, which hasn't worked for some time now. I think the motherboard must be broken. The problem is whenever I turn it on, the power and battery lights come on and nothing else happens. The floppy dsk makes a small noise but thats it. No boot screen, no picture and I can't hear any fans or the harddrive working. I have tried changing the harddrive and ram (from my other laptop so I know the work) and this has not helped. I have also tried using boot floppy disks and that didn't work. It is a Sony Vaio PCG-F290, Windows 98, Pentium II. So its really old but it wood be good to get it working again. Thanks for any help.
 
Thanks for the reply. I also forgot to mention that once it is turned on, the only way to turn it off is to take out the battery/power cable.
