Internet Explorer Flicking

ok basicly i dont have words to describe it but watch this vid and you will see every time i change tab the file menu thing comes up and is extremely annoying,

ive tried reinstalling IE and tried setting everything back to default and recently did windows updates ?

(on a side note is there anyway i can host the videos myself from my webserver instead of relying on youtube and waiting a few mins to upload ?)(its not the uploading that takes the time its the "processing")

Edit: jus noticed youtube killed the quality of the vid lol but u can still see it

nope im thinking 96% sure its not that but they could do with an update ill post back soon.
