What do you mean outlook account. Do you mean you want email from them cuz it only takes and existing pop3 email account then it allows you to view you inbox and send messages through outlook.

If I were you I would ditch outlook and go with thunderbird. It doesnt have all the messiness of outlook.

Follow that but you have to use your own pop server settings.
 
to actually add the account to outlook, click on options in the tools menu and then click on the mail options tab (out look 2003) for outlook 2000 and below I think it was just the tools menu and the account option from that menu.
Though as Airiox said you should consider using ThunderBird, simply because of the amount of exploits there are in Outlook
 
dude get a email from somewhere like gmx.de fastmail.fm (thats what i use) or others (search google) and sign up online then after yew log in it usually gives a guide to setting it up in outlook/thunderbrd (tho its very self-explanatary) etc.

Outlook Express stares you in the face every time you boot to Windows,right or not ?
1.You pay an ISP to be here right now.This Forum.
2.Call them as they must configure Outlook Express so that it can transfer email to your desktop.You should be entiled to at least 1 account.

thanx!!.. before i was using Outlook.. and it really sucked.. Thunderbird is really good .. but i still have one problem.. (probably a firewall or something).. i cannot seem to forward or attach files to emails.... they will not send.. im using bell sympatico..

everything else works fine.. i can send messages, receive messages, and receive attachments.. any help will be appreciated!

Outlook is great,depending on your server and make it easy to block senders of spam.I repeat its part of you isp monthly fee.
Aside from that you have your end covered,
whomever you send to doesn't.
There are certain file types refused.eg:exe.
zip always works.
