File creation date / timestamp lost when downloading

I have Windows XP-Pro and when I download files, both the creation date and the last modified date are timestamped with the time of download, not the original creation date or modified date. I have tried this with IE7, Mozilla Firefox, Google Chrome, and Safari browsers with the same results. It never used to be that way.

What caused this and how can I fix it?
