FAT help

I have saw every Documention about FAT and how they work I think and I just get more and more mixed up.

Now tell me if I have this part right?

Suports Hard Drives 16MB to 2. GB
Max number of Clusters 65,525
Suports Cluster Size 32 kB

So am I right the way it would work is if I use FAT 16 on a Hard Drive that is 400 MB it will put down 65,525 Clusters.

And if I use FAT16 on a Hard Drive that is 120 MB it will put down 65,525 Clusters.

The onbly diferance is that the Cluster Size on the 400 MB Hard Drive will be Bigger.

And the Hard Drive that is 120 MB the Cluster Size will be Smaller???????????
