Top of the range everything. However, still sticking to ATi and AMD. So it wouldn't be the best, but the best it could possibly be.

yes, that is def. a problem, if you build a PC with the latest components, it will be pricey, but if you wait for a price drop it will be outdated.
 
I'd get a desktop, but not the best. I'm sure the best (of that week of course) would probably get pretty hot, so unless you had good cooling it would get fried. I'm not really in favor of liquid cooling seeing as how you are putting liquid inside your expensive PC...if there's a leak things can get messy.
