Bootable USB Vista not working

I made a USB flash drive into a bootable Windows Vista CD. I enabled legacy in the bios and booted from the correct USB drive. It loads the files and then shows the green loading bar at most windows start ups. It stays like that...forever. All my stats are in the sig. It is the 64 bit version. If anyone can tell me what's going on or how I can fix it...it'd be a great help
